The Sacramento region is home to the state's capital and to the California Department of Aging itself, but for families the more practical questions are local ones. What kind of house is it? Is there a bathroom on the ground floor? Which agency do I call? Who issues the permit in my city?

Home types and what they mean for a walk-in tub
Older central neighborhoods
Land Park, Curtis Park, East Sacramento and Oak Park have many homes from the 1910s to the 1940s, often on raised foundations. The bathroom may be small, with original tile and a cast-iron tub. The crawlspace makes plumbing work more accessible, but these homes may also have galvanized supply pipes or older drains. If there is an original high-flow toilet in the bathroom and the project needs a permit, California's water-conserving fixture rule may require replacing it before final approval.
Mid-century suburbs
Carmichael, Arden-Arcade, Citrus Heights, Fair Oaks and Rancho Cordova grew rapidly after World War II. Many homes are single-story ranch houses with one or two bathrooms and standard tubs. These are often among the simplest homes for a walk-in tub swap, and single-story living suits aging in place.
Newer suburbs
Elk Grove, Natomas, Folsom and Roseville have large areas of homes built from the 1990s onward, often two-story with the primary bath upstairs. Think about whether a downstairs bathroom would serve better long term.
Active-adult communities
Placer County has several large age-restricted communities, including Sun City Roseville and Sun City Lincoln Hills. Many homes are single-story, which helps. Association approval is usually required for plumbing and electrical changes.

Valley weather
Sacramento summers are hot and dry, and afternoons regularly top 100 degrees. Winters are cool, and tule fog can settle in for days. Two practical points follow:
- Summer: warm baths in a warm house can make some people dizzy. Use a comfortable temperature, sit for a minute after draining, and rise slowly.
- Winter: incoming water is colder, which means the water heater works harder to fill a deep tub. A heated seat makes drain time more comfortable in a cool bathroom.
Local aging resources
Agency on Aging Area 4 is the Area Agency on Aging for a seven-county region: Sacramento, Placer, Yolo, Nevada, Sierra, Sutter and Yuba. It funds local services and operates an Aging and Disability Resource Connection for much of the region. Ask about:
- Information and assistance for older adults and caregivers
- Fall prevention and home safety programs available in your county
- Family caregiver support
- Free Medicare counseling (HICAP)
The statewide line, 1-800-510-2020, connects you to the right office.
Veterans
Sacramento-area veterans are served by the VA Northern California Health Care System. Ask its prosthetics service about the HISA benefit before buying. Walk-in and roll-in showers are listed by VA as eligible examples; spa, hot tub and Jacuzzi-type tubs are excluded. County Veterans Service Offices can help with paperwork.
Permits
The City of Sacramento, Elk Grove, Roseville, Folsom, Citrus Heights, Rancho Cordova, Davis and the region's other cities each run building departments, and unincorporated areas such as Carmichael, Fair Oaks and Arden-Arcade are handled by Sacramento County. Your installer should confirm what your project needs.
A Sacramento checklist
- Note the age of the home and whether it has a crawlspace or slab.
- Check for original high-flow toilets or showerheads in the bathroom.
- Look at the water heater size before choosing a deep tub.
- Get HOA approval first in active-adult communities.
- Call Agency on Aging Area 4 about local fall prevention help.
Questions people ask
Who is the Area Agency on Aging for Sacramento?
Agency on Aging Area 4 serves Sacramento, Placer, Yolo, Nevada, Sierra, Sutter and Yuba counties. You can also call the statewide line at 1-800-510-2020 to be connected.
Do active-adult communities in Placer County allow walk-in tubs?
Generally, interior changes are possible, but many age-restricted and HOA communities require approval before plumbing or electrical work. Check with your community's management or architectural committee first.
Is a raised foundation good or bad for a walk-in tub install?
Usually good. In many older Sacramento neighborhoods, homes sit on raised foundations, so the plumber can reach the drain from the crawlspace. Slab homes are fine too as long as the drain stays where it is.
Do you serve Davis, Roseville and Elk Grove?
Yes, those are within the region we help. Call with your ZIP code to confirm professional installation availability for your address.
